Raquel Rodriguez, who is known to her friends as "Rocky", is a Miami attorney who served as General Counsel to former Florida governor Jeb Bush from December 2002 through the end of his term in January 2007. Since that time, she has continued to represent him in his personal and business matters.

The managing member of the Miami office of McDonald Hopkins LLC, a Cleveland-based law firm, Rocky became involved in election law during the 2000 presidential election, in which she represented the Miami-Dade Republican Party and later Bush-Cheney, Inc. in the recount. She has since represented either the Republican Party or a presidential candidate in Florida during various elections, Including Florida Counsel for the Romney-Ryan campaign 2012. Rocky is currently a member of the Board of Directors and Secretary of Jeb! 2016 and is Florida Counsel to the campaign.
