Jeff Zeman, staff attorney for the Foundation for Individual Rights and Expression (FIRE) will discuss the state of Qualified Immunity.  QI is legal defense that provides immunity from lawsuits for government officials who violate the Constitution unless the plaintiff can show their rights were already clearly established at the time of the violation.
